Mohammed Bin Rashid City (MBR City) was announced in late November 2012 by Sheikh Mohammed bin Rashid Al Maktoum. The announcement described a mixed-use "city within a city" between Emirates Road, Al Khail Road and Sheikh Zayed Road, to be linked to Downtown Dubai and Business Bay by a "Cultural Crossing". A broker source places it next to both districts.

The original plan included the "Mall of the World" and up to 100 hotels around a large central park. Dubai later moved the Mall of the World to the Police Academy site on Sheikh Zayed Road, opposite Mall of the Emirates.

The area is being built in phases. Meydan Sobha developed District One, the first residential community, and Sobha Realty is building Sobha Hartland and Sobha Hartland II.
